Aparently they did not do a very good job of shaving points, if Toledo won that bowl game by so many points. Still, it just shows how easily these things can be done, and how cheaply it can be done.

The FBI has been looking into point shaving at Toledo over the past four years. They say the scheme began in 2003 and continued until 2006 after Cuomo was no longer on the team.

Only info I found online was a game against CMU, but the guy being charged Villegas, had minimal impact on the game and the spread only missed by 2 points
