How is this any different from the Credit Card legislation?

Didn't they a few years ago pass a bill saying that Credit Companies weren't allowed to let their customers use their card for gambling? Yet almost every site has the option of using your credit card. Why would they try to enforce this new stuff when they made a half-assed attempt with the Credit Card legislation?
