How Exactly can the Books Lose?

I was reading this article - an article I see every so often - and I cannot wrap my head around how a book(s) can take a bath on straight bets. Do they not lay off/exchange surplus bets on other books?

Sorry if this is an incredibly naive question; I'm not new to the game, I just always assumed/heard that books will always go into a game at, or extremely close to, 50% on each side.

but didn't books make a killing with Indy and NO not covering and ditto for the Arizona game
