guessing it has more to do with supply and demand than it does trying to restrict the small stakes players.

The Merge Network appears to have achieved the largest traffic bump in the wake of the Big Three going down for US players. They have a ton of skins/partners, so chances are you already have an account with a book in their network. I hear a lot of people talking about the good service at RPM Poker, another Merge skin, but I haven't had much success finding out how well capitalized they are nor much about how they process withdrawals.
