Under the legislation, police will not penalize people for possessing up to 5 grams of marijuana, 5 grams of opium, 25 milligrams of heroin or 500 milligrams of cocaine. People caught with larger quantities of drugs will be treated as narcotics dealers and face increased jail terms under the plan.

"The object of this law is to not put consumers in jail, but rather those who sell and poison," said Sen. Jorge Zermeno of the ruling National Action Party.
I think this is the key to the intent of the proposed legislation. Focusing on drug trafficers instead of wasting resources on casual users impresses me as a sound approach. Mexico does not have nearly the drug use problem that the US does.

well how will they obtain these...unless they get it from dealers...

are they going to have drug stores selling these things????

it is nuts to me.....they dont have near the drug problem that the U.S. has because we have 200 million more people then they do....

They dont have the resources to criminally put these people away or the rehab hospitals to count them...

5 grams is less than a quarter ounce!!
Seems to me that most buyers buy at least a quarter, more likely a full ounce.
At least that's the way I roll
This is total BS. I can pack more than 5 grams in a bowl.

These drugs have not been legalized, only decriminalized. Big difference.

Legalization would mean that the sale and distribution of the drugs would not be a crime.

I think the word 'LEGAL' is throwing people off...

Most likely the legality is based on 'personal usage and amounts on person'...

In Canada they have tried to decriminalize the use and cultivation of marijuana for personal use... It is legal to have on person less then a twenty$ bag without it being an INDICTABLE offence... meaning no jail time if the amount is considered personal and not for traffiking...
However to make cocaine and heroin something legal no matter where it is in the world... I feel is wrong... I wonder if this is something on the bases of having 'safe zones' for use... like some States in the US and some Provinces in Canada have locations where people can shoot up without prejudice (I think this is wrong)... but nothing wrong with pot becoming legal... IMO...
