Question about drinking
If a 19yr old American were to get drunk in Canada where the drinking age is under 21, and went back to US and were still over the limit (drunk), could they arrest them for underage drinking even though they didn't do the drinking in the US?

I mean is he driving in the US? Hes inebriated in the US, doesnt matter where he drank it
walking around drunk unless you bother others isnt big, but driving...

being drunk alone minding your own business, at home or at a friends after drinking in canada, how would he get caught?
not driving, but if he in public space, being unruly, causing commotion, sure he can be arrested

just a general question Rome, I was wondering about it...you can walk over to Canada from Niagara Falls, New York and get blasted and walk right back to the US...

This happens all the time at the border in southern Califonia going to Tijuana. There are no U.S. police arresting people for coming back drunk and the border guards don't care, they just want answers to their questions.
So overall I would say no arrests, unless the person starts doing bad things in public, as mentioned earlier, but then they would be arrested for those specific acts and not underage drinking.

Did this more times than I can count. They can't arrest you for just being drunk, but if you were walking around and severely intoxicated I'm sure they would give you something

perhaps so...have heard of people in other countries that engaged in activity that wasn't a crime in that given country...came back to usa and was arrested for said conduct...which makes no sense
