Haha, that's Fergie Oliver from the Canadian game show "Just Like Mom". He also did Blue Jays play by play for years in the 80s...

Dont you remember him DD? Was on TV nightly with Jays telecast, face and voice of Jays for long time.

No, I lived in Montreal, so didn't really follow the Jays, just saw the video on the Stern Fan Network and got creeped out by it.
