Our government (America) has nothing to do with offshore books. They make money from those that break the law in regard to bookmaking and other gambling related offenses but do not gain any type of profit from the industry itself unless they regulate and tax it. The money you deposit goes to the operation you send it to. Most of these shops were opened up by entrepreneurs and investors. Lot's of local books from the US take the chance and open up shop in various islands and smaller countries who regulate it and get a piece of it. America is just too stupid to follow
