Taxes from offshore

I'm very new with using offshore accounts recently I just signed up with Mvp sports book. Now my question is I withdrew 3k in the form of a check that was sent by fedex. Now the offshore is in Costa rica (I think). But the check was from a company in the USA of Pa. My friend says that at the end of the yr I will get a 1099 form from that company. Which I said to him that mvp sports book told me they dont report the taxes. Has anyone ever had to file taxes for winning at offshore books. They claim they dont report but if the check is coming from the usa will our government find out and I will have to claim at the end of yr. I'm sure some of the cappers use mvp sportsbook here if so can you let me know if you ever had to claim taxes.
