I'd say "partially" true.
The line is what the sportsbook "thinks" the public perception of a game is in order to create equal betting action on both sides. Rarely works out to 50/50 but they do a good job of creating "doubt" when placing a bet.

That is true to a large degree. Remember, what you do not see is the line that is offered the high rollers before it becomes public. There can, and normally are corrections made to that line before the public get's it's first glimpse. The reason why books make so much more money now than they used to is their ability (or their computers ability) to correctly forsee which way the public is going to go on games, correctly identify the games that the public may be wrong on, and exploit those games.
