my guess on the west virginia is because virginia proper existed and expansion went west

More or less that's right. (Lots of skirmishes presented themselves after the Revolution and the Civil War in that area, especially the Shenandoah Valley but were voted against by Congress to have it's own independent territory.

The Delaware northern semicircle is unique in any land/territory dispute the world over. Again, terriory disputes between the Dutch and the English at the time. PA had no windown on the Atlantic and was vulnerable to whoever controlled the Delaware Bay. It was all resolved in 1674 when England ousted the Dutch from the last of their North American land.

This is all according to David Stein in his book "How the States got their Shapes". I'll certainly re-read this a second time in the future. Very interesting for all interested in American and Canadian land/territory disputes at the time. It describes all the States shapes during all the Wars (staight lines, size, panhandles, etc.
