Two more bills for Nevada

Two near identical internet gambling bills have been presented to Nevada legislators today, following yesterday’s introduction of a poker-only document.

SB103 and SB218 both approach online gaming in a less specific manner than the poker-only AB258, which eGaming Review understands to have the backing of Pokerstars and other offshore interests.

SB103 “Authorizes a licensed interactive gaming service provider to perform certain actions on behalf of an establishment licensed to operate interactive gaming,” while SB218 “Revises provisions governing the regulation of gaming.”

A committee on Judiciary was held in the Silver State today to discuss the
two pieces of legislation, which may yet be reconciled.

Both bills suggested the accommodation of a new class of “service provider” licence, potentially separating the restrictions placed on service providers from those applied to operators.

In discussing the bill, Nevada State Gaming Control Board chairman Mark Lipparelli described the proposed service provider licence as a “mid-tier category, applying to software technology providers such as those who provide things like player-tracking software.”

Under its terms, service providers would be able to gain a specific licence from the Nevada Gaming Commission to perform actions on behalf of already-licensed operators.

A number of speakers came out in support of SB103, including Lee Amaitis of Cantor Gaming and Vegas.com owner Danny Greenspun.
Today’s committee was adjourned without a vote.
