It would be perfect if there was a tie between the Eagles and 'skins...both 1-15.

Obviously the Cavs win more games because they play so many more. Between Washington and Philly, I will go with Philly. Washington has a bunch of over-the-hill players and an over-the-hill Head Coach, IMO. Philly still has a pretty good neucleus.
