Oakland A's, Moneyball or Juiced ball

The title might be a little unfair but I noticed a majority of players that have been caught using steriods originally played for Oakland, Giambi, Tejada, Canseco, McGwire and I am sure there are more. I am sure the Yankees Arod, Knoblauch, Justice, Sheffeild are right there if not ahead. Anyway reason for this post was an attempt to find out which team has the history of most players using roids and is this history consistent with their winning or lack thereof? Overall, much like the Steelers of the 70's, sweetleaf don't get your panties in a bunch it has been documented that they used them in that era, would you want your team to use GH or roids if it helped them win or get to a championship?
