Packers line drops by almost three points?

Cruising the internet I cannot seem to get a feel here for what happened. Thoughts? They still need to win to secure HFA throughout the play offs so I don't see them resting anyone until the 4th quarter and that is assuming they are up by more than two scores.

Orton is no super hero like the anointed God of Denver, but why would the Packers risk some late game come back and then be in a situation where they cannot rest their starters next week?
