Does Any1 Know Why On Some Sacks The Clock Stops And On Other's It Dosn't?

I think during the normal course of a game they stop the clock and then start it when they spot the ball. During the end of the 1st half and the game they keep the clock running so they don't give an advantage to the offensive team by stopping the clock for them.

Correct, the reason for the time is because the QB is the person getting the calls from the side line so they wait until they get the ball spotted before running the clock. Towards the end of every half or game they run the clock regardless. Thats where the word "hurry up offense" came from.
