This would prob be the 'sharp' analysis.

Now think about this. Wouldn't Vegas get just as much 'public' action if this was +8.

This line is set to either scare away 'sharp' bettors that might lay big wood. Or it is to make it tougher on the big money contrarian side of coming through.
