Brady's First pass

Need some clarification. On Bradys first pass it was ruled loss of downs and intentional grounding for the safety. Would that count as an incomplete pass?

It shouldn't. Anytime a penalty is accepted, it goes down as "NO PLAY" in the NFL stat book. If the penalty had been declined of course, the result of the play would have counted.
